Profile

The SAFETY SERVICES Safety Services is one of the service arms of the Philippine National Red Cross tasked with a nationwide educational campaign to ensure the health and safety of the Filipino people. To effectively carry out this task, the Safety Services program includes the conduct of training in First Aid, Basic Life Support - Cardiopulmonary Resuscitation, Water Safety (Swimming, Aquatic Lifesaving & Life guarding), Accident Prevention and basic rescue courses. The Safety Services also renders first aid, ambulance, beach patrol and lifeguarding and basic rescue services. It also encourages physical fitness and practice of skills learned through First Aid Olympics and Swim and Stay-fit programs.

BASIC POLICIES OF SAFETY SERVICES

1.The Safety Services Program of the Philippine National Red Cross is basically educational. As such, the PNRC does not assume the obligation of supplying the graduates of its course with safety supplies such as bandages, first aid kits, rescue equipment, etc. The PNRC, however, will provide on loan basis, teaching aids, supplies and materials to volunteer instructors as far as Red Cross finances will allow. The PNRC will also offer for sale, at minimal cost, textbooks, manuals, pins and patches to volunteers who will henceforth be authorized to use them.

2. In connection with the teaching of Red Cross Safety courses, instructions ••vill be ijiadc
using only textbooks, manuals and supplies that are approved by the PNRC. No other
sources of materials, subject matters or techniques will be recognized.

3. All safety classes shall be handled by two (2) or more instructors. This is to
professionalize the training and will allow the instructors to catch their breaths after
one (1) or two (2) topics and or demonstration/s. Likewise, the participants will be
able to experience two (2) or more kinds of instructors in any given Safety Course.

4. Basically, all instructions, whether conducted by staff or volunteers are given free.
1 lowcvcr, a minimal registration fee per participant is requested to help sustain the program
(recover the cost of certificates, purchase & maintenance of training equipment and
other related expenses). Please refer to "Guidelines for Registration Fees" for details.

5. Pursuant to PNRC Financial Policies, all registration and other fees course through
the instructors or Team Leader (for First Aid Services) shall be remitted to NHQ Cashici
or Chapter Stall'within 24 working hours.

6. Only authorized PNRC staff instructors (NFRs-SS and CSRs-SS) may conduct
instructor courses. However, on a case to case basis, a special authorization may be
granted by the Manager, Safety Services to a volunteer instructor to conduct an instructor
course provided that such course shall be under the direct supervision of an NFR-SS
ora(SR-SS.

7. All Instructor Courses are exclusive for Red Cross volunteers only and shall not be
offered or conducted for companies or organizations.

8. All enrollment qualifications and course requirements should be closely adhered to
Physical and medical examination (using PNRC-SS From 401) to determine the fitncni
of the trainees must be strictly followed for the benefit of the trainees themselves anc
for the guidance of the instructors concerned.

9. Awards arc offered to all deserving Safety Services volunteers upon application dul)
approved by the Committee on Awards of the PNRC. For details of these awards
please refer to "Guidelines on Awards".

10.Graduates of any of the safety courses may receive any or all of the following certiflcalei
a. Certificate of Attendance (PNRC-SS 504)
b. Certificate pf Completion (PNRC-SS 501)
c. Certificate of Authorization (PNRC-SS 502)
d. Wall Certificate (PNRC-SS 503)

11.Chapter volunteers may render their services in other chapters only upon tin
recommendation/endorsement of their respective Chapter Administrators. On the othc
hand, national volunteers may also render services in any chapter provided they an
properly endorsed by Safety Services.

12.Safety Services shall provide first aid, ambulance and rescue services for humanitariai
reasons, free of charge. First Aid, First Aid-Ambulance/Mobile, beach patrol am
lifeguarding services may also be availed of for recreational and entertainment activities
like sports competitions, outings, feast celebrations, etc., with corresponding reasonubli
fee, provided that such request shall not be in conflict with any other previous commitiiKiil
and provided further, that such service shall be for Red Cross purpose only.

13.The promotion of Safety Services in the field is a chapter responsibility. The Chaptc
Administrator with the Chapter Service Representative-Safety Services (if any) mu
the chapter Safety Services Committee take full charge of promoting the safety activilic
consistent with the needs and possibilities of the entire chapter jurisdiction bused oi
the plan and policies of National Headquarters.
